Sell The Program First. 
o  People buy popcorn to support Scouts and the Program, not simply for the product.
o  Don't ask people IF they will buy, ask which level they would like to support your Scout, with the various popcorn products and prices representing the various levels.
o Visit more people-Most people who do not buy popcorn, do not buy because they did not get asked...over 70% of people will buy popcorn when asked!
Over 90% of people who buy popcorn from a Scout have made up their mind to support Scouting before they have even seen what the Scout is Selling! 
o Shoot for the Stars...Sell the higher priced products first to generate more program revenue.

Distinguished Citizen Dinner, October 22, 2009
The Distinguished Citizen Dinner will be held on October 22, 2009, in which we will be honoring Buck Welling Jr., Chairman and President of Hollingsworth Funds.
 
The Distinguished Citizen Award represents a unique way to gather together and reflect on the importance of Scouting in Upstate, SC, while at the same time paying tribute to a local model citizen.
 
Irvine T. (Buck) Welling, Jr. has lived a life that exemplifies the best in commitment, loyalty, and service to his family and community.  Achieving the highest rank attainable in Scouting at an early age, Buck has gone on to exercise the principles of the Boy Scout Oath in all aspects of his life.  Buck is a man of God, Country, and Character.  Please join us on Thursday, October 22, 2009 at the Carolina First Center to honor our own Buck Welling, Jr.  Click here to print out sponsorship opportunities for the Distinguished Citizen Dinner.

2010 Blue Ridge Council Nominations 
 
2010 Board Nominees
The Annual Business Meeting of the Blue Ridge Council, Boy Scouts of America will be Tuesday, December 1, 2009 - 6:00 pm, at the Scout Service Center.  The purpose of this meeting will be to hear reports on our Scouting program for 2009 and to elect our Officers and Board Members for 2010.
 
The Council Nominating Committee will be meeting to develop a slate of nominees for 2010 Officers and Board.  If you would like to submit a nonimation for our 2010 Board, please do so in writing no later than November 2, 2009.  Any nomination should be sent to:  2010 Nominating Committee, c/o Mike Bernhard, Secretary, 1 Park Plaza, Greenville, SC  29607-5851.
 
2010 District Nominees
Distrant Annual Meetings take place in November each year.  If you would like to submit a nomination for a District, please do so in writing by October 15, 2009.  Nominations should be sent to:  (District Name) 2010 Nominating Committee, 1 Park Plaza, Greenville, SC  29607-5851.

BSA 100th Anniversary- National Hall of Leadership Nominations
Do you know of an outstanding Scout or Scouter in the Blue Ridge  Council?  Nominate them for the BSA's 100th Anniversary National Hall of Leadership.

Nominations to the National Hall of Leadership are now being accepted and close on February 8, 2010. The final inductees to the National Hall, a total of 303 - one representing each BSA Council and one selected by the National BSA Council -will be announced at the BSA National Annual Meeting in Dallas during May 2010.
 
 The 100th Anniversary National Hall of Leadership is an opportunity for anyone to recognize outstanding leadership by a Scout, registered Scout leader, or Scouting volunteer who made a significant difference in the lives of others by the extraordinary service they have given and the Scouting virtues they have modeled.

A nominee must be:
* A living Scout or Scouting volunteer, who may or may not be currently registered with BSA.  However, all youth nominees must be a registered member of the BSA.
* Must have served as an active Scout or Scouting volunteer within Scouting for at least one year. Those nominees recommended to the Blue Ridge Council do not have to be individuals involved with our Council but must currently live within our boundaries.  Otherwise, they should be nominated in the Council where they now reside.
* Nominees may be young or old; there are no age criteria.
Nominations will be submitted using a form available online and consists of a story that is 450 words or less describing why the person is worthy of induction into the National Hall of Leadership.  Through a panel of judges, the Blue Ridge Council will choose 12 local nominees.  Those 12 persons selected by the Council will then be considered by the judges of the National Council who will select one inductee from the Blue Ridge Council for the BSA's 100th Anniversary National Hall of Leadership.  Just being nominated is an honor!

100th Anniversary of Scouting
In February 2010, the Boy Scouts of America will celebrate 100 years as an organization. Founded as an outlet to prepare every eligible youth in America to become a participating citizen and leader, BSA has more than fulfilled its mission. Troop Open House
  Troop Open House      The Boy Scout Troop Open House allows a Troop to swing open its doors and roll out the red carpet to welcome guests.  It provides a forum to show off Scouting activities and the Troop's accomplishments.  It is an effective tool to reach youth who have never tried Scouting.
 
Hosting a Troop Open House is a five-step process that has been tried and proven in Troops throughout the nation.  Each of the following five steps is vital to the event's success:
 
1.    Present a school rally to fifth- and sixth-graders
2.    Mail the parents of interested youth a personal invitation to the Troop Open House
3.    Follow the invitation with a telephone call to the parents
4.    Host the Troop Open House for youth and their parents
5.    Organize a Troop or district activity to involve new Scouts right away
 
Youth join Scouting for the fun and outdoor adventure.  Parents want them to join for completely different reasons - character building and leadership training.  Following this plan for conducting a Troop Open House will help you address the wants and needs of both youth and their parents.

Registration Fees Increase
 
Registration Fee Increase
The National Executive Board unanimously passed a resolution at its May 2009 meeting to increase the traditional membership annual registration fee for youth and adults from $10 to $15 effective January 1, 2010. The annual Exploring fee will remain $10.
 
A great deal of thought and consideration went into this decision by both the Executive Board and the Membership Fee Task Force led by National Commissioner Tico Perez. Consideration was given to the impact to program and council support, the necessary funding required to implement planned initiatives over the next several years, and the overall fees paid by councils. Input was sought and received from staff and volunteers at the council level. It was then determined that the best approach was to increase the fee to the level chosen and to make every effort to hold that level for the next several years, rather than raising the fee every year. The last registration fee increase was implemented seven years ago.
 
The National Council is committed to providing added benefits to local councils and volunteers to support the delivery of high-quality Scouting programs in every community. A key investment continues to be providing more user-friendly Web-based resources. For example, via MyScouting, volunteers will be able to complete even more training requirements on their own schedule, 24 hours a day, utilizing online resources.  The National Council strives to minimize operating costs, and it is worth noting that, even with this increase, youth can receive the full benefits of Scouting membership for only $1.25 per month. 
New Eagle Applications
New Eagle Applications became mandatory effective August 1, 2009, the national office will no longer accept Eagle applications prior to the 2009 printing. The new Eagle Scout application can be found on scouting.org. http://www.scouting.org/filestore/pdf/512-728_web.pdf.

Advancement Announcement 
 Dear Council Scout Troops -
It has come to our attention that a number of Troops in our Council have established a percentage attendance rule in order for a Scout to be determined to be "active in your Troop for [xx] months" and to therefore advance in rank.
The national BSA's "Advancement Committee Policies and Procedures" (Publication #33088, 2008 Printing) expressly provides at Page 24 that:

"A Scout will be considered "active" in his unit if he is
1. Registered in his unit (registration fees are current)
2. Not dismissed from his unit for disciplinary reasons
3. Engaged by his unit leadership on a regular basis (informed of unit activities through Scoutmaster conference or personal contact, etc.)"
 
We also asked the national office for clarification and they confirmed that Troops may not establish an attendance requirement in order for a Scout to advance in rank. 
The thought process is that to establish a specified attendance requirement is effectively the same as a Troop adding additional rank requirements to those rank requirements currently established by the national BSA.  Troops cannot add additional requirements for advancing in rank.
